This building is right across the street from the state house, pictured in yesterday's post. For such a small state, Rhode Island does have a pretty large building housing its Transportation Department.
Looks like a state office building or university building. I see it was built before air conditioning as most windows have an AC unit sticking out. Nice symmetry in your photo.
