Interesting photo. I'm sure it is a bike rack. Plenty of places to lock a bike here.
this one made me laugh! We have a few interesting looking bike tracks - many with no bikes actually ever attached to them so they do look like pieces of modern art.
We have some of these "artsy" bike racks here in Portland. I really like them - and I like this one too.
Excellent. I have seen very similar bike racks. You will probably see more now that you are attuned to it.
